This is what we will be making.
The Tubes used here
are just an example, you can use any you choose.
Open
a new image 300 x 200

Go LAYERS - NEW RASTER LAYER
Name this layer flowers 1
Next Click Tube Tool 
The
Tools option pallet should appear at the top of your workspace.
Click the drop down menu to the left of the pink arrow.
You can scroll through your tubes using
Small or Large Icons
Click on the tube of
your choice to select it

Place a few flowers on this layer
@
scale of 100

Add
a new layer and call it flowers 2
Put
a few more flowers on this layer
@ a
scale of 80
Add
another layer and call it flowers 3
@ a
scale of 60
Keep
adding layers and flowers untill your canvas is
completley covered, changing scale down by 20 with
each
layer.
When
you are done your Canvas will look like this.

And your Layer Pallet will look like this.

Next we want to move our Flower Layer 1
to
the top because the smaller flowers have
covered the Big ones. Highlight the Flower 1 layer and right click
on it.
Select ARRANGE
- BRING TO TOP
Your
layer pallet will now look like this.

And your canvas will look like this.

Now
we want to add more tubes and some text, but
since the background is so busy we will use
the
blank layer we still have. (Raster 1)
We
need to have it as the top layer, so highlight it and right click on
it, select
ARRANGE - BRING TO TOP
Using your Flood Fill tool

Flood Fill your canvas with White

Since the flowers are covered we need to lower
the
opacity on that layer to about 70.
(if you can't see
the opacity bars, click on the side of your layer palette and drag
it out)

and
your image will look like this

Go LAYERS - MERGE -MERGE VISIBLE
Go
to LAYERS - NEW RASTER LAYER
You can name this Tube 1
Add
some tubes to decorate, using a new layer
for
each tube. That way you can use your
MOVER Tool
then arrange how it looks best.
You
will also need to experiment with the size, going to EDIT - UNDO
PICTURE TUBE if its not right.
Now add another Layer for the Text.
Click Text Tool, you will have to
experiment to
see
which size fits best.

Using the drop list under Font, you are able
to
see how the font will look.

Type your text and click OK.
Go to SELECTIONS - SELECT NONE.
You may want to have a new layer for each
word
so its easier to move them around.
Next
I'm adding an Inner Bevel.
Go to
EFFECTS - 3D EFFECTS - INNER BEVEL
These are the settings I used.

See Pink arrow above If you click the little
eye
you are able to see the effects on your
canvas as you change them.
Here
is what we have so far.

Go to LAYERS - MERGE
- MERGE VISIBLE
Now to add a border.
Go to IMAGE - ADD BORDERS

These are the settings I used. You can change
the
size of each border, and click the in the COLOUR BOX,
to select your colour.
I
chose a red border to match the Text.
Using your magic wand , click INSIDE the border.

You
should now see the ants all around your border.
I
then added an Inner Bevel, the same way as I
did
for the text.
